Football players have been worried about developing CTE, or chronic traumatic encephalopathy, long before a gunman killed four people before taking his own life in Manhattan in July, leaving a note saying he believed he had CTE. But the reaction of most football leagues, including the NCAA, high school, and youth leagues, has been muted.
The NFL, by contrast, has made major rule changes to try and protect players from repeated hits to the head. Why aren't other leagues taking action?
