But that's exactly what's happening as people try to sign up through the Affordable Care Act marketplace, which opens Nov. 1. Companies are creating websites that mimic the ACA marketplace, tricking people into signing up for plans that might not be actual health insurance, a phenomenon experts say may happen more this year because of the high prices of ACA-compliant plans.
